1 Byron Fall 2019 Initial License Exam Outline Review Comments (Operating Test Outlines developed by NRC)
Simulator Scenario Outline Comments o BYRON: Scenario 1:
CT-3: Eliminate the CT. Cannot reach orange path on integrity due to uncontrolled cooldown without failing open MSIVs. Still have 2 valid CTs.
Include the MSIV failure and leave CT as written.
NRC:
NRC concurs with Licensee recommendation. Scenario 1 revised accordingly.
o BYRON: Scenario 2:
CT-2: Change to start Train A SI Pump and not Train A SI Loads. Only the 1A SI Pump is critical in this scenario.
Event 5: Ramp to 1050 MW per DEHC pushbutton, at 100 MW/min.
Event 6: Move Event 6 to before Event 3 (potential for manual Rx trip)
Scenario termination criteria to end in 1BEP ES-1.2 (Post-LOCA C/D and Depressurization) and not 1BEP 1.1 (SI Termination) - crew wont meet SI termination criteria NRC:
NRC concurs with Licensee recommendations. Scenario 2 revised accordingly.
o BYRON: Scenario 3:
Start scenario at ~2-3% RTP Event 1: Swap Event 1 to Main Turbine Oil Checks per 1BGP 100-2 Step 24 (MSIVs are open prior to 1BGP 100-2 entry)
Event 7: Change DG output breaker failure to start to a failure of the EDG to start. No clear procedural guidance to close output breaker. Will require actuating SI in 1BCA-0.0 to start EDG.
NRC:
NRC concurs with Licensee recommendations. Scenario 3 revised accordingly.
o BYRON: Scenario 4:
Event 6: Move Event 6 to before Event 4 (potential trip concern).
NRC:
NRC concurs with Licensee recommendation. Scenario 4 revised accordingly.

Admin JPM Outline Comments o BYRON: RO Admin:

o BYRON: SRO Admin:
Radiation Control: Due to procedure changes and lack of critical steps in the procedure, a different will need to be selected.
NRC:
NRC concurs with Licensee recommendation. Selected a Bank JPM that tests the topic of Accessing Containment At Power (K/A G2.3.13). JPM was not used on the previous two NRC exams.
Control Room/In-Plant Systems JPM Outline Comments o BYRON: Control Room Systems:
JPM G: RO and SRO Systems are different for JPM G. Recommend changing RO System JPM G to match SRO System JPM G, i.e., Respond to Power Range Channel N4_ Failure by Bypassing Associated Bistables.
NRC:
NRC concurs with Licensee recommendation. RO Systems JPM G revised accordingly.
