Generating Plant authorized by NRC Operating License No. DPR-22 and

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,
!
observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in
l
noncompliance with NRC requirements, as described in the enclosed
j
i
Appendix A.
The inspection showed that action had been taken to
j
correct the identified noncompliance and to prevent recurrence.

i
Consequently, no reply to this noncompliance is required and we have
no further questions regarding this matter at this time.

Based on discussions with your representatives at the site, we

understand that you will formalize your procedures which determine

Type A and B quantities in accordance with 10 CFR 71.4(q).

Based on the inspection conducted on February 21-24, 1978, it appears

that certain of your activities were in noncompliance with NRC require-
'
ments, as noted below. This item is an infraction.
Technical Specification B.2.4.4.c states that, " Sampling and analysis
of radioactive material in gaseous waste, including particulate forms
!
and radiciodines, shall be performed in accordance with Table 2.4-2."
l

Technical Specification Table
2.4-2, directs that containment purges
shall be sampled each purge and analysis performed to identify principal
l
gamma emitters.
i
Contrary to the above technical specifications, before mid-January,
1978, analysis of each containment purge had not included noble gas
l
principal ga=ma emitters.
