RESPONSE TO GENERIC LETTER 89-10, " SAFETY-RELATED MOTOR-OPERATED.

VALVE,(MOV)TESTINGANDSURVEILLANCE"'(TACNO.75708)

On June 28, 1989,- the NRC issued Generic Letter (GL) 89-10 requesting ~the.

establishment of a program to ensure the operability of'all> safety-related MOVs under design basis conditions. The program in GL 89-10 significantly expands the scope of the program outlined ^in NRC Bulletin 85-03 and its" supplement.

In accordance with' the schedule-provided in the CL?a descript. ion -of your HOV program shn'uld be available for' review.by June 28, 1990,,or.the first refueling cutage after December 28, 1989,'whichever is later.

Information-that should.be contained in your program description was discussed during.

the workshops held in September 1989.- The staff positions'on' questions-presented during the workshops will be issued-in'the form of:a supplement 4

to the GL. :As your: program is developed,-justification for any differences.

between your p*ogram and the GL exemplified by the. workshop comments should

.be incorporated into your program description.-

On December 20,1989;.you submitted a. letter in-response to GL 89;10, regarding the River Bend Station stating that the BWR Owners' Group'(BWOG) is developing a generic position. for meeting the provisions)of the GL'.

To allow the' use of.

the generic positio'n developed by' the BWOG, you, requested an extension'until 30 days following completion of that-generic position-(currently scheduled'for November 1990)' to submit the plant specific schedule and scope of effort to respond to the GL.

The NRC staff:was informed that the BWOG was undertaking the task of developing a generic BWR position for implementing GL 89-10 in a:1etter dated October 30, 1989, fron S. D. Floyd, Chairman of the:BWOG. 'The efforts of the BWOG rcre.

acknowledged in a letter dated January 3,1990, from F. J. Iliraglia, Jr., NRC,

- to S. D. Floyd.

During a telephone conversation on-February 14, 1990, with S. D. Floyd, the staff: learned that the scope of the. efforts -by-the BW)G 4; limited to assisting utilities in determining the' design'-basis conditions,for; l

motor-operated valves' at BWR plants. Consequently, the staff does notLexpect changes:regarding your-commitment to the GL will be necessary as a result;of etforts by-the/BWOG.

- justification.and any proposed alternatives. Because of the limited nature of the effort by the BWOG, your request,for extension, based on that effort, is not acceptable for extension of the date for submission of a response to GL 89-10.

By telecon on May 22, 1990, your staff stated' that your modified response to.

the GL will be provided by June 28, 1990.
