SUBJECT:
FINAL RULE AMENDING 10 CFR PART 34 By memorandum dated September 18, 1989, the Commission (with all Comissione'rs agreeing)'has approved the. final rule on safety requirements for industrial radiography ~ equipment set out in SECY-89-194 By a subsequent memorandum dated December 7,1989, the Comission agreed to the implementation schedule proposed by the EDO in a November 2,1989, memorandum.
Please implement the Comission's action by arranging for publication of the enclosed final rule in the Federal Register.
Enclosed is a marked-up copy of the Federal Register' Notice showing Commission requested changes for transmittal to the Office of the-Secretary.
Also, enclosed is a Congressional letter package for transmittal to GPA/CA end seven copies of the public announcement for transmittal to GPA/PA.
In addition enclosed are copies of the environmental: assessment and finding of no significer,t impact and the regulatory analysis for transmittal = to the PDR.

1 PUBLIC ANNOUNCEMENT NRC AMENDS ITS REGULATION OH SAFETY REQUIREMENTS FOR INDUSTRIAL RADIOGRAPHIC EXPOSURE EQUIPMENT i
The Nuclear Regulatory Commission is amending its regulations dealing with.
[
industrial radiographic equipment to establish new regulatory requirements in
- {
the form of performance standards for such equipment. A requirement for radiographers to wear alarm ratemeters is also included
~
r The incidence of radiation overexposure of radiographers occurs at a rate that a
is double that of radiation workers in other fields. This, coupled with the
{
potential for overexposures to the general-public from the high intensity 4
radioactive sources used in the radiography industry, has been a matter of concern to the NRC for some time.
Most of the industrial radiography overexposures are the result-of l
inadvertently allowing the radioactive source' to remain out of its shielded t
position in the exposure device because of improper operational procedures or equipment malfunction. This amendment is intended to reduce equipment malfunction and will require a supplemental warning device for. radiographers to alert them to the presence of an unshielded radioactive source, whether caused by improper procedures or equipment malfunction.
