Enclosed is a sample Pressure and Temperature Limits Report which represents the staff's current position on the most recent consients received from the Owners Groups during the RCS chapter meetings on May 7-10, 1990. Prior to that meeting, the staff had provided connents on the original sample report submitted by the Westinghouse Owners Group.

Due to time constraints, this report was not able to be discussed at the RCS chapter meeting.

We will be happy to answer any questions you may have on this sample report.

This PTLR for [NAME] UNIT [X] has been prepared in accordance with the requirements of Technical Specification 5.9.1.7.

. g The Technical Specifications affected by this report are listed below:

LC0 3.4.3 RCS Pressure and Temperature Limits.

LC0 3.4.12 Low Temperature Overpressure Protection System 2.0 RCS Pressure and Temperature Limits The limits for LCO 1.4.3 are presented in the subsection which follows.

These limits have been oeveloped using the NRC-approved methodologies specified in the Bases for Technical Specification-3.4.3.

2.1 RCS Pressure and Temoerature (P/T) Limits (LC0 3.4.3) 2.1.1 The RCS temperature rate-of-change limits are:

a.

A maximum heatup of [100]'F in an) 1-hour period.

b.

A maximum cooldown of [100]'F in any 1-hour period, A maximum temperature change of s [10]'F in any 1-hour period during c.

inservice hydrostatic and leak testing operations-above the heatup and cooldown limit curves.

2.1.2 The RCS P/T limits for heatup, cooldown, inservice hydrostatic and leak testing,- and criticality are specified by Figures 2.1-1 and 2.1-2.

3.0 Low Temoerature Overoressure Protection System (LCO 3.4.12)

The lift setting. limits for the pressurizer Power Operated Relief Valves

/

(PORVs) are presented in the subsection which follows. These lift setting limits have been developed using the'NRC-approved methodologies specified in the Bases for Technical Specification 3.4.12, 3.1 Pressurizer PORV Lift Settina limits The pressurizer PORV lift setting limits are specified by Figure 3.1-1.
