1. The Nuclear Regulatory Comission (the Consnission) has found that:

A. The application for Amendpent to Facility .0perating License No. R-2 filed by the Pennsylvania State University (the licensee),: dated March 27,.1990 as supplenented on April 23,-1990, complies with the standards'and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations as set forth in 10 CFR Chapter I; B. The facility will be possessed in conformity with the-application, .

the provisions of the Act, and the regulations of the Comission; C. There is reasonable assurance: (1)thattheactivitiesauthorized by this'amenoment can be conducted without endangering the health and safety of the public, and (11).that'such activities will be conducted in compliance with the Comission's regulations set forth

in 10 CFR Chapter !;

2. Accordingly, the license is amended by changes to paragraph 2.B.(2) which

1 (2) Pursuant to the Act and 10 CFR Part 70, " Domestic Licensing of Special Nuclear Material " to receive, possess, and use in connection j with the operation of the reactor, up to nine (9) kilograms of contained uranium-235 enriched to less than 20% in the form of fuel '

3. This license amendment is effective ~as of its date of issuance.
