i Enclosed is the Department of Environmental Protection's i
tracking 11.:t or nut 9tanding issues involving Oyster Creek Nuclear Generating Station which the Radiation Protection Program (RPP) presented at the February 28, 1990 meeting, at the Nuclear Regulatory Headquarters in Washington.
These issues represent our L
current concerns.
As other concerns arise we will communicate these to you and the Nuclear Regulatory Commission.
If you have any questions, do not hesitate to call.

June 8,1990 OYSTER CREEK TRACKING LIST A.
Mark I Containment 1.
Place the Mark I hardened vent installation study on an accelerated schedule and determine the need for a hardened vent by the next outage.
If justified, set an aggressive schedule for its installation.
NRC State Licensee Proposed State Guidance Position Action Closecut 9/89 2/28/90 1/92 2.
Follow the Individual Plant Examination (IPE) process schedule for other Mark I enhancements.

Drywell Thinnina 1.
The oyster Creek drywell is thinning and the corrosion rate has not been arrested.
Correct the root cause.
When the vessel reaches minimum acceptable thickness, repair it or shutdown.
Previous ultrasonic measure indicate that the minimum code wall thickness would be reached by June 1991 and' that an averaging calculations on drywell thickness over the entire vessel is not acceptable.

Vessel Intearity 1.
Tracking System:
The fatigue analysis of the reactor vessel was originally based on 120 startup/ shutdown cycles.
The number of cycles as of now is approximately 166.
The vessel is beyond the design basis and its integrity must be evaluated. The utility should institute tracking system to trend transients and other than plant scrams.

During the IPE process, examine the high energy line break within the penetration which challenges containment integrity.
Develop a plan to mitigate waterhammers in the isolation condenser piping.
Reexamine the need for a valve inside containment.

F. Probab'.listic Risk Assessment (PRA) 1.
The IPE should not use generic or standard plant criteria, since O.yster Creek is unusual in configuration of its safety systems.
The IPE should be a full Level I and II PRA with a contair.mont performance analysis.
Additionally, because of its spoeific characteristics such as plant aging and siting, includ.!ng meteorological conditions and population distribution, a Level III PRA,is essential.

The DEP believes that risk based emergency planning is the only valid method of deciding how to protect citizens during an accident. This will be an ongoing discussion with the NRC.
Oyster Creek Support in these discussion is requested.

The DEP has taken che position that performance standards impact nuclear plant safety.
BNE request that Oyster Creek s
provide examples or instances of the influence of the performance incentives to the DEP, Board of Public Utilities, and the NRC.
