SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.161 TO FACILITY OPERATING LICENSE NO. NPF-1 PORTLAND GENERAL ELECTRIC COMPANY THE CITY 0F EUGENE. OREGON PACIFIC POWER AND LIGHT COMPANY TROJAN NUCLEAR PLANT DOCKET NO. 50-344

1.0 INTRODUCTION

By letter dated October 20, 1989, the licensee, Portland General Electric Company (PGE), proposed a change to the Tro.ian Technical Specifications (TTS) 6.3.1, " Facility Staff Qualifications" that require the Radiation l

Protection Branch Manager to meet or exceed the requirements as set forth in Regulatory Guide 1.8, Revision 2, April 1987 rather than Reguletory Guide 1.8, September 1975.

2.0 EVALUATION The proposed change is in accordance with current nuclear industry standards' recommendations, and with current NRC Regulatory Guide 1.8, April 1987 requirements.

American National Standards Institute /American Nuclear Society (ANSI /ANS) - 3.1-1981, " Selection and Training of Nuclear Power Plant Personnel," which standard is endorsed by Regulatory Guide 1.8, Revision 2 April 1987, requires a minimum of 4 years working experienceforRadiatIonProtectionBranchManager.

The earlier I

endorsed by the earlier Regulatory Guide 1.8, September 1975, required a i

minimum of 5 years working experience for this position. The change will require the Radiation Protection Branch Manager to meet or exceed i

the qualifications of current applicable NRC guidance, and is therefore acceptable.

l 3.0- CONTACT WITH STATE OFFICIAL The NRC staff has notified the Oregon Department of Energy of the proposed issuance of this amendment along with the proposed determination of no significant hazards consideration.

5.0 CONCLUSION

Wehaveconcluded,basedontheconsiderationsdiscussedabove,that(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, (2) public such activities will be conducted in compliance with the Commission's regu-lations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
