MEMORANDUM FOR THE PARTIES TO THE SHOREHAM OPERATING LICENSE PROCEEDING

SUBJECT:

RESIGNATION OF CONSULTANT Brian M. Jenkins, of the Rand Corporation, has served as my consultant on nuclear power plant physical security since 1975, although I have not had occasion to make use of his services since February, 1979. In a letter of May 24, 1982, Mr. Jenkins advised me that he had been retained by Suffolk County to provide advice with regard to the Shoreham plant and that, in consequence, he would be unable to advise me with regard to this plant. On June 25, 1982, Mr. Jenkins wrote me to say that he was resigning as my consultant because of the resentment which his role provoked among some members of the NRC staff. Because this is a contested proceeding, I have asked the Secretary of the Commission to serve upon the parties to this case copies of Mr. Jenkins' letters and of summaries of telephone conversations Mr.

Jenkins had with me and with my legal assistant.
