As-a. result lof the inspection conducted on March 28 thru May 8, 1982, and in accordancewiththeNRCEnforcementPolicy(10CFRPart2.AppendixC),47FR9987 (March 9,1982),thefollowingviolationwasidentified:

- Technical Specification 3.0.4 requires, in part, that entry into an.

0perational Mode shall not be made unless the conditions of the Limiting' Condition for. Operation are met without reliance on provisions contained in the Action Statement.

- Technical Specification Limiting Condition for Operation 3.5.2.d. requires I

two separate and independent.ECCS subsystems operable in Operational Modes 1, 2 and 3 (pressurizer pressure equal to or above 1750 psia). Each sub'-

system includes a charging pump and an independent suction flow path from a Boric Acid Tank.

Contrary to Technical Specification 3.0.4, Operational Mode Changes were made

.from Mode Three to Two at 0635, April 18; and from Mode Two to One at 0518,.

April 19. Technical Specification Action Statement 3.5.2.a'was applicable.

due to the failure of valve 2-CH-514 motor operator. That valve allows flow to the charging pump suctions via Boric Acid Pumps.

This is a Severity Level IV Violation (Supplement I) applicable to DPR-65.

Pursuant to 10 CFR 2.201, the Northeast Nuclear Energy Company is hereby required to submit to this offic. within thirty days of the date of this Notice, a' written reply stating:' the corrective steps which have been taken and results' achieved; corrective steps which will be taken to a/old further violations; and the date when full compliance will be achieved.- Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath' or. affinnation.
