TASK ORDER SCOPE This task order consists of two tasks:

1.

Verification of the reasonableness of applicant's capital cost (investment cost) estimate for the Clinch River Breeder Reactor (CRBR) at the existing Oak Ridge site, and 2.

Verification of the reasonableness of the applicant's increase in labor costs due to different labor rates at alternative sites.

DISCUSSION The above verifications may not be subject to traditional CONCEPT runs because of differences in facility characteristics of the CRBR as compared to BWR's or PWR's and because of the R and D aspects of the CRBR.

Therefore, adjustments based on the applicant's past and projected construction schedule may be reouired and based on other knowledge and information resources available to the contractor.

DATA The applicant's construction schedule and associated investment cost estimate is attached.

Summation of the various accumulated components of the investment costs results in the following totals for the 15 year period:

Base cost (without escalation

$1,055.8 million 985.4 Escalation @ 8%

153.8 Contingency (including escalation)

Total

$2,195.0 million The additional costs estimated by the applicant due to higher labor rates at the alternative sites are as follows:

Other TVA sites

$ 0 to 137 million 429 million Hanford 376 million Idaho 51 million Savannah River Other data are as follows:

Size of reactor - 350 MWe (402.5 MWe stretch)

Commercial operating data - FY 89 1

. Product Prepare a brief report regarding the reasonableness (or unreasonableness) of the applicant's cost estimates with supporting documentation.

LEVEL OF EFFORT Approximately 2 man-weeks of effort with report as soon as possible but not later than June 15, 1982.

CONTACTS For additional information or clarification regarding this work request, contact Sid Feld (301-492-4904) or Argil Toalston (301-492-4891).

For additional information regarding applicant's data, contact Richard Baker (FTS 626-6456) at the Clinch River Branch Office.
