PP0 POSED CHANGES TO CHAPTER II Co, ment 11.1.6 Completion Date and Cost Overruns update - As of May 1932 the total project cost estimate is $3,196.5 million including research and development expenditures of 0G18 million, 3",, per year escalation, substantial contingency allowance, and r.at operating costs during the 5-year demonstration period.
Presumably, the completion date and variability around thac date should be updated based on information provided in new section 1.3 (Status of the Project) for the new FES.
Comment 11.10.9 Cost Estimate (EP-A-91) update - The cost estimate for the CRCRP has been revised in Section 10.4.2.2 to a project total of $3,136.S million. Capital cost information for commercial U1FBR reactors is provided in UASH-1535, Sec.11 and ERDA-1535, Sec. III F.2.

The staff's overall cost benefit conclusion is that the Clinch River project, as currently defined, offers the least cost solution in meeting the programatic objectives of the U1FCR program.
