Gentlemen:

Subject: Report Nos. 601250/82-D,nd 50-251/82-19

This refers to the routine inspection conducted by Mr. C. D. Evans of this office

on April 12-16, 1982, of activities authorized by NRC Operating License Nos.

DPR-31 and DPR-41 for the Turkey Point facility. Our preliminary findings were

discussed with Mr. H. E. Yaeger, Site Manager, at the conclusion of the inspec-

tion.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspector. The Region II Mobile Laboratory

was also brought to your site and used by the inspector to make certain indepen-

dent measurements. The basic purpose of these independent measurements is to

verify your capability for analyzing radioactive effluents, and to achieve and

maintain comparable methods of analyses between your facility and the NRC. The

complete data from these measurements will be reported in a subsequent Inspection

Report.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements. This item and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A. Elements to be included in your response are delineated in

Appendix A.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC's Public Document Room unless you notify this office,

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of the

date of this letter. Such application must be consistent with the requirements

of 2.790(b)(1).
