Enclosure.1 REQUIREMENTS TO MEET THE STAFF'S RSP POSITION (1)

The staff requires an item by item verification of how the Shoreham

~

Remote Shutdown Panel (RSP) meets the staff position. This verification-should include a list of the instrumentation and controls at the RSP and the required redundancy for them at alternate locations. These alternate locations should be listed and should all be in reasonably accessible areas 'with regard to the RSP.

It shoula be stated that all of the instrumentation and controls at the RSP and the required alternate locations will be safety grade.

Exceptions to this should be itemized and should only be for equipment that is not needed for hot and subsequently cold shutdown.

This verification should include a description of how the RSP design does not disable any automatic actuation of the ESF functions while the plant is attaining or maintained in hot shutdown unless a particular ESF system is in service at the RSP.

Finally, a summary statement should be included that unequivocally states that the Shoreham RSP design has been reviewed by the applicant and it has been concluded that the design complies with the staff position.

When transferring control to the RSP, controls for some functions are transferred to maintained contact switches (i.e., valves could change state from positions previously selected in the control room).

,g, The staff requires the applicant to itemize the specific functions where maintained contact switches are used and show for each that cny changes of state in equipment (such as valves) cannot cause equipment damage or system alignment problems.

The staff requires verification that fuel pool cooling can be accomplished at an alternate locat' ion to the RSP with the use of the fuel, pool cooling pump "A".

The staff requires that the following additional safety grade indications be provided to meet the staff position with regard to redundancy:

(a)

RHR "A" flow indication (b)

Service Water "A" flow indication (this is considered to be redundant to service water header pressure)

(c)

Suppression pool level indication In addition, the applicant must verify that redundant suppression pool temperature indication will be provided and that each redundant measurement (or set of measurements) is sufficient to determine suppression pool temperature at locations throughout the suppre;sion pool.

This can be accomplished by providing a sufficient number of temperature indicators for each division or by indicating redundant bulk temperatures which is obtained by o

C 3-averaging a sufficient number of thermocouples so that a representative measurement of the bulk pool temperature is available.

The locations and ease of accessibility should be provi,ded, for all of the above instrumentation.

The staff requires the applicant to commit to prov'ide these additional instruments and to have them installed by the end of the first refueling outage.
