Dear Mr. O'Reilly:

On June 9, 1982 youroffice was informed that 51 of 96 thermal shield bolts had 15% to 50% eddy current indications. Upon removal of the retaining clips, 19 of the 27 bolts removed at that point were broken. This constitutes per-formance of components that requires remedial action to prevent operation in a manner less conservative than assumed in the accident analyses in the safety analysis report. Reportable Occurrence Report R0-287/82-08 providing details of this incident was to have been submitted to you by June 23, 1982, pursuant to Technical Specification 6.6.2.1.a(9).

However, the investigation of this incident and the preparation of a report are incomplete at this time.

It is expected that the investigation and. report will be completed, reviewed, and submitted to you no later than July 7, 1982.
