Dear Mr. Mills:
This will acknowledge your letter dated April 15, 1982 and your inter-agency transfer of $50,000 in payment of the proposed Civil Penalty.
The corrective actions described in the enclosure to your letter will be examined during our continuing inspection program.
With regard to your corrective action in response to item B, we note that it appears to be limited to the remaining preoperational and startup testing program for Unit 2.
To avoid such problems in the future, you should assure that the need for appropriate training and review for any future temporary or revised limits is considered for both units for the duration of the licenses.
