Dear Mr. Vandenburgh:

fR

Subject:

YAEC DNBR Limit Methodology and Applic N n to the Maine Yankee Plant By letter dated April 8, 1982, you submitted topical report YAEC-1296P, "DNCR Limit Methodology and Application to the Maine Yankee Plant", for itRC staff review. The letter also indicated your intention to apply this methodology to Maine Yankee Cycle 7 operation which is scheduled to commence in November 1982.

The YAEC-1296P Topical describes the development of a new critical heat flux correlation, YAEC-1, and a minimum DNBR limit which ensures that a fuel rod will not experience DNB, with 95% probability at a 95% confidence level. Our preliminary review of the topical revealed that more informa-tion was needed to complete this review. This matter was discussed with Mr. J. Handschuh of your staff on May 19, 1982. As a result, additional information was provided by letter dated June 1, 1982. Also during that discussion we noted the " tightness" of the review schedule and the possi-bility that we would identify the need for additional information during our in-depth review. Your staff indicated that the reload analysis for Cycle 7 is being performed using both the new and previously approved thermal-hydraulic analysis methodologies.

We are planning to complete our review of the new methodology by November 1982. However, if that review has not been completed by Cycle 7 startup or if the critical heat f. lux correlation is not approved, the analysis using previously approved methods should be available as a basis for Cycle 7 operation.

Sincerely, Original signed by:
