This confirms the telephone discussions between your Mr. L. De1 George and Mr. D. W. Ilayes of this office on June 16 and 17,1982, concerning the missing piece from the Reactor Coolant Loop "A" cold leg stop valve disc.
Based on the results of numerous inspectio$s and tests conducted by the Commonwealth Edison Company to locate the missing piece in the "A" loop cold leg piping aid the fact the piece was not located in the piping, item 3 of the Region III Confirmatory Action Letter dated May 26, 1982 is modified as fo11cws:
1.
The Commonwealth Edison Company (CECO) concurrent with continued efforts to evaluate the potential presence of this missing part in the reactor coolant system, will conduct two additional tests.
a.
Close the loop "A" cold leg stop valve in the presence of the NRC resident inspector to verify that the missing part is not in the valve disc recess area.
b.
Subject to the ennditions listed below, start the "A" loop reactor coolant pump and determine if the missing piece is propelled from the "A" loop piping.
(1)
CECO is to retain a qualified consultant on loose part monitoring to direct or. help direct the test.
(2)
Base line data is to be,obtained using the adjacent "B" loop pump.
(3)
The NRC and their consultants are to concur on the type, numbers, accuracy and location of the loose part monitoring instrumentation prior to start of the test.
(4)
The NRC and their consultants are to be present during conduct of the test and are to review and concur with i y/
.the interpretation of the test results including base line.

If an unexplained, loose parts monitor reading results from starting the A loop pump the reading shall be assumed to be caused by the missing part and CECO shall not start up or operate Zion Unit I until the evaluation of the potential presence of the missing part in the reactor coolant system has been completed and reviewed and concurred in by the NRC.
3.
If no unexplained readings result frcm the A loop test, the reactor may be started and operated pending completion of all otherrrequire-ments. Completion of the evaluation of the potential presence of the part in the reactor coolant system is not a condition for this start up however, CECO is to complete the evaluation within a reasonable time and submit the evhtuation via letter to this office.
If your understanding of these matters differ from that described above, please contact this office inanediately.
