BOSTON EDISON COMPANY (PilgrimStation, Unit 1)

NOTICE OF ISSUANCE OF DIRECTOR'S DECISION On January 18,1982, the Office of Inspection and Enforcement (I&E) issued to the Boston Edison Company (BECo) a Notice of Violation and Proposed Imposition e.f Civil Penalties. A fine of $550,000 was proposed in the Notice. On March 19,1982, BEco paid the proposed fine in full.

On the same day, I&E received a letter from the General Counsel of the Executive Office of Energy Resources, Connonwealth of Massachusetts (E0ER) asking that the Commission in some way arrange for the penalty money to be turned over to the E0ER for use in a

weatherization/ conservation program.

On April 26, 1982, I&E received a '

second letter from the General Counsel of the E0ER, further urging that, the BEco penalty money be turned.over to the E0ER.

Upon consideration of the information provided by the E0ER through the two letters of its General Counsel, I have determined not to grant the request of the E0ER.

The reasons for this decision are set forth in a

" Director's Decision Under 10 C.F.R. 2.206", which is available for PDR

treet, N.W., Wat.hington, D.C. 20555, and.in the local public document room at the Plymouth Public Library, North Street, Plymouth, Massachus tts 023La. A copy of the decision will also be filed with the Sec etary for the Comission's review in accordanca with 10 C.F.R. 2.206(c).
