Please find enclosed two cooies of a" Petition to Intervene in Civil Penalty Proceedings Puisuant to 10 CPR 2.205 and 2.714 et seq; or in the Alternative, to Institute a Proceeding Pursuant to 10 CFR 2.206" filed herewith by the Executive Office of Energy Resources of the Co-nonwealth of Massachusetts with reference to the above proposed civil penalty.
