l EPP-ll REVIEW AND REVISION OF SITE EMERGENCY PLAN AND PROCEDURES

1.0 PURPOSE The purpose of this procedure is to ensure that the Site Emergency Plan and Procedures receive a periodic review and are revised as necessary.

2.0 REFERENCES

2.1 APNal, Procedure for Administrative Control 2.2 APN-5, Procedure for Control of Procedures, Instructions Orders and Drawings 2.3 EPP-10, Emergency Equipment Inventories & Checklist 2.4 NUREG-0654/ FEMA-REP-1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants 3.0 RESPONSIBILITY The Emergency Planning Coordinator is responsible for the development t

and updating of the Site Emergency Plan and Procedures and for coordinating these plans with other response organizations whose plans and/or procedures may be included in the plan.

4.0 PROCEDURE 4.1 Independent Review 4.1.1 Annually an independent review and audit of the Emergency Preparedness Program will be conducted by members of the Niagara Mohawk Power Corporation Safety Review and Audit Board (SRAB).

The review shall include the emergency plan, its implementing procedures and practices, training, readiness testing, equipment and interfaces with State and Local governments.

b.

The result of the

review, along with recommendations for improvements, shall be documented, reported to the Emergency Planning Coordinator and the General Superintendent Nuclear 9

Generation for evaluation

and, if necessary, corrective actions.-

In

addition, this review and its associated recommendation shall also be made available upon request to involved Federal, State and local organizations.

Management controls shall be implemented for evaluation and correction of review findings.

The audit documentation will be retained on file for a period of five years.

4.2 Site Review and Updating 4.2.1 Annually the Site Emergency Plan and Procedures shall be reviewed and updated in accordance with APN-1 by the Emergency Planning Coordinator.

a.

This update shall take into account changes identified by audits, drills, exercises and contacts with outside emergency response agencies.

b.

In addition, any member of the station operating staff who feels that the Site Emergency Plan and Procedures need revision should direct their suggested reridions to the Emergency Planning Coordinator.

4.2.2 Communication Check a.

Quarterly the individuals and agencies listed in Attachment I will be contacted to ensure that telephone numbers and names of responsible individuals are current.

A copy of the current' 9

plant telephone list will be attached to Attachment 1 and distributed to designated working copies.

Any additions or deletions to preserve the list's accuracy will be made as necessary and is not subject to SORC review.

b.

Each time a staff member whose phone number is listed in the procedure changes phone numbers, he should contact the Emergency._

Planning Coordinator so that the change can be initiated.

Changes in telephone numbers of personnel will be written into,

the designated working copies.

These' changes do not require SORC review.

c.

As part of the communications check the persons signing agency letters of agreement will be verified as being the responsible individual in their organization.

In the event of a change in the responsible individual, a new letter of agreement will be obtained to verify continued cooperation with the referenced agency.

As a minimum all letters of agreement will be updated 9

at least every two years.

d, In addition, as part of the Communication Check the referenced agencies whose plans and/or procedures may be included in the Site Emergency Plans and Procedures will be requested to provide any revisions which they may have made to these documents.

This fg will ensure appropriate revisions may also be made to the Site M/

Emergency Plan and Procedures.

4.2.3 Qualified Personnel Lists

a. contains a list of qualified personnel trained to perform the various functions indicated in the Site Emergency Plan.

This list contains the individuals name, department, and date trained.

Organization of the list is in terms of functional groups and order of succession to a position.

b.

The responsibility for qualifying these individuals to perform their respective emergency functions lies with the Training Department.

Once qualifications have been completed, the g

Training Department will ' notify the Emergency Planning Coordinator via written memorandum.

The responsibility for maintaining Attachment 2

current lies with the Emergency Planning Coordinator.

Updates supplied by the Training Department will be incorporated into the list as appropriate.

In addition, a quarterly check will be performed to verify the accuracy of the list.

Any additions or deletions to preserve the list's accuracy will be made in accordance with APN-5, as

" working copies" and is not subject to SORC review.

All updates to Attachment 2 will be placed in all Emergency Operations Center assignment binders and Emergency Plan working O

copies (see 4.2.2e).

4.2.4 Recertifica~ tion a.

Annually, the status of the Plan will be published under the direction of the Emergency Planning Coordinator, submitted to SORC for approval, and distributed to official copy holders.

b.

The published status shall include a listing of changes made since the previous publication.

If no revisions have been issued, this will be stated.

c.

Any revised pages will be dated and marked to show where and when changes have been made.
