The following information is submitted in response to Inspection Report 50-321/82-11 and 50-366/82-11 concerning the inspection of Plant Hatch conducted by Mr. L. A. Franklin of your office on March 29 through April 2, 1982.

VIOLATION:

Technical Specification 6.8.1 requires that written precedures be established, implemented and maintained covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33.

Regulatory Guide 1.33, Appendix "A" states in part that radiation protection procedures should be provided. Procedure HNP-8005, Revision 12,Section I, Radiation Occurrence Report, paragraph 1.(b)(2) requires action to be taken to ensure the reported event does not recur.

Contrary to the above, radiation protection procedures were not established, implemented and maintained in that the action designated to correct misuse of personnel dosimetry by an individual on November 3, 1981, was not performed. Specifically, the prescribed notification of all employees on Occurrence Report 81-19A was not performed.

RESPONSE

Admission or denial of alleged violation: The violation occurred.

Reason for the violation: The violation occurred as a result of a delay in the implementation of the recommended corrective action in the Radiation Occurrence Report.

Nuclear Regulatory Commission Office of Inspection and Enforcement Region II - Suite 3100 May 21, 1982 Page Two Corrective steps which have been taken and results achieved: Plant personnel have oeen notified of management's position on misuse of pocket dosimeters and/or TLD's. Strict adherence to radiation protection practices and specifically proper use of personnel dosimetry are also being reinforced in general employee training. In addition, Radiation Occurrence Reports are being subjected to additional review by Health Physics Department staff for adequacy of recommended corrective actions. If appropriate alternate action can be taken to prevent recurrence of a certain incident, then such action shall be documented and implemented.

Corrective steps which will be taken to avoid future violations: No further action is necessary.

Date when full compliance will be achieved: Full compliance was achieved on April 14, 1982.
