. SOUTH TEXAS PROJECT PROGRAM TO RESTART SAFETY RELATED WORK Introduction Nonsafety-related construction activities on the South Texas Project Electric Generating Station (STP) are planned to restart approximately June 15, 1982.

Safety-related construction activity beginning with reinstallation of Essential Cooling Water System (ECW) piping is planned to restart as early as July 15, 1982; other safety related construction activities are planned to start in September 1982, and later. As shown in Table 1, initial construction activities are directed toward completing certain activities such as coating work, yard underground work, and concrete building pours in preparation for system installations (piping, electrical cable, and instrumentation).

The underground ECW piping reinstallation work is required early to provide building access routes for efficient construction material handling.

Prior to the initiation of work at the site, both safety and nonsaf ety-related, an orderly sequence of activities referred to as the Transition Program was undertaken. This program, which was described in detail in HL&P's December 11, 1981 letter to the NRC, is summarized below.

The attached flow chart depicts these activities along with those needed to finalize various project activities.

Description of Work Process During the Transition Phase of the South Texas Project, Bechtel undertook the following Work Package assignments:

, o evaluation of the adequacy and completeness of the existing design and construction, o evaluation of the degree of compliance with various appropriate regulatory requirements, o integration into the program of corrective actions committed to for outstanding reportable deficiencies, o evaluation of the Quadrex concerns and the development of plans to disposition relevant and valid concerns, o material statusing to check for the degree of confonnance with requirements, as well as the availability of previously purchased items.

In addition, procedures proven effective on numerous nuclear projects were placed into effect. Personnel responsible for implementation of these procedures will be trained in their use prior to start of work. This effort assures that activities are being perfonned in accordance with the commitment to the HL&P QAPD transmitted to the NRC on March 9,1982. A Records Management System has been established on the project to receive and record all documentation turned over by the previous Architect Engineer.

Description of Restart Program Bechtel conducted an assessment of the status of construction and engineering and established construction schedules and work sequencing.

Once the schedule and sequences were established p the engineering disciplines initiated a detailed review of existing design documents to detennine if adequate supporting design existed, or if new or revised designs were required prior to release for construction. The Bechtel procedure for document release 2954P/0448P 2

, will assure that the various factors unique to the South Texas Project, as well as those normally required, will be included into the design. The factors addressed will include such items as Quadrex issues, outstandir.g 10CFR50.55(e) items, and other action items identified during the transition phase. Subsequent to the issuance of design, Engineering will provide support as required to Construction and Purchasing until the activity is completed.

Bechtel will review purchase orders to assure that material will be provided comn.er4 urate with the needs of the schedule. Inspection and documentation activities associated with equipment and material will be completed prior to release to the constructor. Inspection and documentation activities for installed material and equipment will be completed prior to continuing related construction activities. During these activities particular attention will be given to recomendations of the Vendor Control Program Task Force.

In support of the construction schedules Ebasco will complete the following activities prior to restart of construction: finalizing work plans, procedures and instructions; invoking their Quality Assurance Program; retaining the services of an Authorized Nuclear Inspector (ANI); completing Craf t Training and Certification Programs; assembling equipment for special processes and handling associated with the activity; and posting appropriate safety warnings.

Once verification that the necessary engineering data, release of material, issuance of construction and quality procedures, and associated craf t training are complete, Ebasco will initiate work.

HL&P, Bechtel and Ebasco Quality Assurrance will perform audit, surveillance and inspection activities to provide further assurance that each activity is perfonned in accordance with approved procedures and are appropriately documented.

Initiate Work The first safety-related work to be initiated in accordance with this program will be reinstallation of ECW piping. This work will consist of the activities shown on the attached schedule and will begin with the installation of the buried portions of the ECW piping in the vicinity of the Unit 1 Turbine Building. The remaining safety-related work will be initiated following the same orderly process.
