In response to your letter of February 12, 1982, Houston Lighting & Power Company (HL&P) herein provides NRC with our program and schedule for resuming safety-related work.

In the Transition Program Description transmitted by our letters of December 11, 1981 and May 5,1982 to Mr. Tedesco of NRR, HL&P described those transition activities associated with transferring Architect Engineer, Construction Manager, and Construction responsibilities from Brown & Root. An integral part of these transition activities were actions to status and assess the adequacy of the existing design. These have provided the basis for planning the restart of construction on the South Texas Project.

Attached is the South Texas Project safety-related construction restart program showing the actions that will be undertaken prior to the initiation of safety-related work at the site. Included with this program are:

1. Detailed schedules for the initial activity of perfoming installation of and weld repairs to the Essential Cooling Water System piping.
2. Construction milestone schedules showing the presently planned construction activities for both units for the balance of 1982.

This letter completes the HL&P response to your letter of February 12, 1982. Our letter ST-HL-AE-809, dated March 22, 1982 was submitted in response to Paragraph 1 of your letter and our letter ST-HL-AE-821, dated April 23, 1982 responded to Paragraph 3 of your letter.
