STN 50-498, STN 50-499 Revised Quality Assurance Program for the Design and Construction Phase of the South Texas Project Attached is the revised Quality Assurance Program Descrip-tion for the design and construction phase of the South Texas Project. The description covers QA activities of HL&P and Bechtel Power Corporation with Bechtel performing the design, engineering and construction management of the STP. This revised Quality Assurance Program Description is being sub-mitted in response to your requests of October 20, 1981 and November 18, 1981.

A supplemental QA program description governing interim activities among Bechtel, B&R and HL&P was submitted to your office on November 24, 1981.

While we have not yet selected a new construction organization for STP, the above revised QA Program Description will be applicable, with some supplementation, whether the plant is constructed by BPC or by another construction organi-zation. Enclosed also, for your information are two alterna-tive Functional QA/QC Description Outlines which summarize the divisions of principal QA/QC responsibilities among HL&P and its contractors, as described in the revised QA Program Descrip-tion. If a third party constructor is selected, Outline A describes the expected QA/QC responsibilities of HL&P, BPC and the constructor, respectively; while Outline B describes the expected QA/QC responsiblities of HL&P and BPC if BPC is M \
