This refers to the routine inspection conducted by Mr. C. G. Evans of this office
on March 22-26, and 30-31, 1982, of activities authorized by NRC Operating
License Nos. DPR-71 and DPR-62 for the Brunswick facility.
Our preliminary
findings were discussed with Mr. G. A. Oliver, Environmental and Radiation
Control Manager, at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
The Region II Mobile Laboratory
was also brought to your site and used by the inspector to make certain
independent measurements. The basic purpose of these independent measurements is
to verify your capability for analyzing radioactive effluents, and to achieve and
maintain comparable methods of analyses between your facility and the NRC. The
complete data from these measurements will be reported in a subsequent Inspection
Report.
During the inspection, it was found that certain activities under your license
appear to violate NRC requirements.
This item and references to pertinent
requirements are listed in the Notice of Violation enclosed herewith as
Appendix A.
Elements to be included in your. response are delineated in
Appendix A.
We have examined actions you have taken with regard to previously identified
enforcement matters. These are discussed in the enclosed inspection report.
One new unresolved item is identified in the enclosed inspection report. This
item will be examined during subsequent inspections. With respect to this item,
it is our understanding that you will provide a written report to this office on
the evaluation of radioiodine sampling, analysis and accountability by May 17,
1982.
If your understanding is different from that stated above, please inform
this of fice promptly.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will
be placed in the NRC's Public Document Room unless you notify this office, by
telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of the
date of this letter. Such application must be consistent with the requirements
of 2.790(b)(1).
