The prompt notificaiton of this reportable occurrence was made to Mr. L.F. Miller, Resident inspector for Unit 1, on June 10, 19E7 Technical Specification 3.6.1.B(3) prohibits the insertion of positive reactivity by bcron dilution whenever containment integrity is not intact.

On J une 9, 1982 a mixed-bed domineralizer charged with new resin was placed in service without following the appropriate procedure contrary to the requirements of Technical Specification 6.8.1.

As a result of this action, the boron concentration of the Reactor Coolant System was reduced by 211 parts per million. The shutdown margin of the reactor before and af ter the boron dilution took place was 14.5% and 12.2% respectively. A shutdown margin of 12.2% is well in excess of that stipulated by Technical Specification 3.6.1.B(2) which requires a shutdown margin greater than 5% whenever the reactor coolant system is open to the containment atmosphere.

There was no adverse impact on public nealth or safety as a result of this event.

A complete report of this matier together with Licensee Event Report No.82-016 will be forwarded within 14 days.
