Virgil C. Sumner Nuclear Station Docket No. 50/395 Emergency Procedures and Operator Training for Station Blackout, SER Item 1.7.22

Dear Mr. Denton:

As stated in a letter fran D. Eisenhut, NRC, to South Carolina Electric and Gas Conpany, interim emergency procedures and operator training for safe operation of the facility and restoration of alternating current power after a station blackout will be required prior to fuel load. Emergency Operating Procedure, EDP-4c " Station Blackout Operation" has been issued and training on this procedure has been performed. The training was part of the Operator Requalification Program and was administered to the licensed operators and Snift Technical Advisors.
