The Conmission has issued the enclosed Amendment flo. 7 4 o facility t
Operating License flo. !;PF-1 for the Trojan Nuclear Plant. The amendnent consists of changes to the Technical Specifications in response to your application dated April 28, 1982.
The anendment deletes fron the technical specifications certain require-nents for pump and valve testing which are now covered under the Codes and Standards Rule, 10 CFR 50.55a. This rule requires that certain tests on punps and valves to verify operational readiness be conducted in accordance with Section XI of the AS'tE Code, "P.ules for Inservice Inspection of Nuclear Power Plant Cc70nents".
The Inservice Testing Progran for the Trojan Nuclear Plant has been updated to meet the requirements of the 1980 Edition of Section XI of the AS!!E Code, as revised through the ilinter 19PO Addendum. Use of this edition and addendun was a9 proved by the Cornission on Decerher 8, 1981 (46 FR 63?08) and becane effective on February 1,1982. We there-fore find the proposed changes acceptable.
Our letter to you of June 10, 1980, granted relief from certain inservice testing (IST) require ents on an interin basis based on the IST program you submitted on Aucust 14, 1970 (PGE-1020). That progran, in turn, was based on the 1977 edition of Section XI of the A9fE Code and Addenda through the summer of 1978. Since your new IST prograa has been updated to the 1980 Code and Hinter 19P0 Addendun, the relief granted by our June 10 letter is no longer applicable, and is therefore no longer in ef fect.
In addition, there is no rolief in of fect with respect to your current IST progran.
We have evaluated the potential for enviromental impact of plant operation in accordance with the enclosed amendment and have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any sinnificant environnental irpact. - 2 we have further concluded that the anendnent involves an action which is instonificant from the standpoint of environmental impact, and pursuant to 10 CFR 551.5(d)(4), that an environnental impact statenent or necative declaration and environnental inpact appraisal need not be prepared in connection with the issuance of this amendment.
lie have concluded that:
(1) because the amendoent does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety nargin, the anendnent does not involve a sinnificant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed nanner, and (3) such activities will be conducted in compliance with the Cornission's regulations and the issuance of this amendrent will not be inimical to the conmon defense and security or to the health and safety of the public.
A copy of the Notice of Issuance is also enclosed.

The anendment does not involve significant new safety infomation of a type not considered by a previous Conaission safety review of the f acili ty.
It does not involve a significant increase in the proba-bility or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore, does not involve a signi-ficant hazards consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
A copy of the Notice of Issuance is also enclosed.
