NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY ~

OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 74 to Facility Operating License No NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensees), which revised the

Technical Specifications for operation of the Trojan Nuclear Plant (the facility) located in Columbia County,. Oregon. The amendment is effective as of the date of issuance..

The amendment deletes from the Technical Specifications certain require-ments for pump and valve testing which are now covered under the Codes

' and Standards Rule, 10 CFR 50.55a. This rule requires that certain 1

tests on pumps and valves to verify operational readiness be conducted 1

in accordance with Section XI of the ASME Code, " Rules for Inservice Inspection of Nuclear, Power Plant Components".

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was l

not required since this amendment does not involve a significant hazards consideration.

7590-01 2-The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendme,nt dated April 28, 1982, (2) Amendment No. 74 to License No. NPF-1 and (3) the Commission's letter dated June 10, 1982.
