Dear Mr. Keppler:
In accordance with Reference 1, this is to inform you of operation of the unit or affected systems when a parameter subject to a limiting condition for operation is less conservative than the least conservative aspect of the limiting condition for operation established in the Technical Specifications.
Reference 2 states that the reactor coolant activity shall be limited to < 0.2 pCi/gm DOSE EQUIVALENT I-131, -< 100/E pCi/gm, and
< 5.0 x 10-T pCi/gm gross alpha activity.
At 0030 on June 5, 1982, with the reactor in Operating Condition 2, at 50 x 10-6 % power, a review of the shift supervisor's log revealed a primary water alpha activity of 7.46 x 10-6 pCi/gm.
Further investigation showed a sample taken at 1058 on June 3, 1982 had an alpha activity of 9.98 x 10-6 pCi/gm.
The alpha activity of the sample analyzed previous to June 3 was 3.63 x 10-8 pCi/ml.
The iodine and gross 6-y activities were well within the specified limits for all three samples.
A primary coolant sample was taken at 0045 on June 5, 1982.
The alpha activity was 3.46 x 10-5 pCi/gm.
A four hour sampling frequency was initiated in accordance with Reference 2, Section
'h'

The sampling was continued until 0134 on June 6, when the alpha activity of two successive samples was within the 4

S. Nuclear Regulatory Commission LAC-8330 A reactor shutdown was conducted at 0205 on June 5, 1982 in accordance with Technical Specification Action Statement 4.2.2.22.a.3.
The plant had been shutdown since April 9, 1982 for a refueling outage.
At 1723 on June 4, the initial post-refueling startup commenced from Operating Condition 4, Cold Shutdown.
The reactor achieved criticality at 1924 on June 4.
The observed increase in alpha activity is not considered attribu'able to recent fuel c
failures.
This is supported by the relatively low 8-y and iodine-activities measure and that the alpha activity increase was seen prior to criticality during a refueling outage.
