Control Room Design Review This letter is provided in response to SER Open item Nc. 7 and recent conversations with Human Factors Engineering staff regarding the control room design review of the Perry Nuclear Power Plant.
It is Cleveland Electric Illuminating Company's intention to complete a Detailed Control Room Design Review (DCRDR) in accordance with NUREG-0700, " Guidelines for Contrul Room Design Review", prior to itel load. Accordingly, we are providing as an interim report, a description of our control room human factors program for Perry. A final DCRDR report will be submitted approximately six months prior to fuel load. to this letter, is the "DWR Owners Group Control Roem Survey Workshop Supplement" which provides details on the owners group survey including an annotated checklist. This checklist forred the basis of the survey conducted at Perry.
The details of the BWR owners group survey has been presented totheNRCbyW.J.Armstrongon8/25/81and3/10/82. It is our intent to reference the owners group submittal for the Perry program.
We are aware of the staff's comments on the Owner's Group plan.
Since the concerns are generic and focus on owners group methodology, we believe these can be resolved through discussions directly with owner's group. CEI plans to participate fully in the re-solution of these concerns.

This details the results of the survey conducted by BWR Owners Group on September 21-25, 1981.
Dr. Paul Nicholson, and Mr. Joseph I. Seminara, participated in the survey and evaluated the findings. Section 4 contains the detc.iled findings and Section 5 contains other human engineering discrepancies found during the Emergency Procedure Guidelines walkthru. Appendix A of the report identifies checklist items which were not completed during the survey and will be reviewed in a follow-up survey at a later time, prior to fuel load.
'Ihe Perry survey was completed prior to receipt and review of NUREG-0700. Since the issuance of the NUREG, the owners group has reviewed their survey program for general agreement and intent. A control room review supplement has been developed to strengthen the owners group program. As part of our follow-up survey we will review the items identified in the supplement, which is provided as Attachment 3 A Human Factors Task Force has been established at Perry to evaluate human factors concerns. This task force met to review the control room survey findings. Attachment 4 is the task force report on this review and includes proposed corrective actions. The items identified for further evaluation are part of an ongoing effort to establish resolution. All fixes identified are scheduled to be completed prior to fuel load. -Schedules for items which are under further review will be identified once a corrective action is established. A human factors consult' ant will assist the Human Factors Task Force in the assessment of all proposed modifications and justification of areas of non-compliance.
In addition, an ongoing program will be established to ensure that human factors considerations are taken into account for future control room modifications and as part of operational review.
We believe this letter and its attachment should provide sufficient information to prepre a human engineering evaluation of the Perry control room. We look forward to the NRC site visit for an in-progress audit of our DCRDR program, which has been targeted for early August.
