Acceptance Review of Application for Operating License for Washington Nuclear Project, Unit No.1 N
On November 25, 1981, the Washington Public Power Supply Systen tendered its application for an operating license for Washington Nuclear Project, Unit No.1 (WNP-1). On April 29, 1982, however, the Supply System's Board of Directors decided to defer construction of WNP-1 for up to five years.
Notwithstanding the present construction deferral of WNP-1, it is my under-standing that the Supply System still desires that this application be docketed.
It is my further understanding that in recognition of this Agency's concern regarding the lengthy period of tine which may elapse between the filing of this application and the resumption of construction of this facility, the Supply System has indicated that if the application is docketed, the final design of WNP-1 will satisfy the requirements of any future regulations proculgated between the date of docketing of the WNP-1 operating license application and the resumption of construction of WNP-1, from which WNP-1 would otherwise be grandfathered by virtue of its date of docketing. Such a commit-ment would be acceptable to the NRC, and would meet our concerns regarding the delay which may occur in the construction of this facility.
Accordingly, upon receipt of a letter from an official of the Supply Systen expressly committing to the above, the NRC will accept for docketing the present application for WNP-1 x
