Parr (f1RC), same subject), you requested that the flRC staff review and evaluate the proposed High Pressure Core Spray Diesel Generator Prototype Qualification Test Program. We have completed our review of the proposed test program. Our comments and recommendations are provided in the Enclosure.

If General Electric incorporates our comments and recommendations into the proposed test program, no additional pre-test correspondence on the test program is considered necessary.

The enclosed comments were discussed with your R. B. Johnson by telephone on March 23, 1978.

If you have any further questions, please contact us. Also, please inform us when the test has been scheduled in order that we may witness it.

The review of NED0-10905, High Pressure Core Spray System Power Supply Unit, will be completed when the revised test program and test results are submitted for our review and evaluation.

It should be noted that each of the engine-generator combinations listed in f4E00-10905 (Table 3-1) must undergo prototype qualification testing; but this fact will not preclude approval of the topical report for each specific combination when its testing is completed, and the test results (reported by amendment to the report) have been reviewed and found acceptable.

ENCLOSURE COMMEflTS ON GE PROPOSAL FOR QUALIFICATION TESTING OF THE HPCS POWER SUPPLY UNIT 1.

Section 3.1.1.8 For qualification testing, we recommend that the pressure switches, gauges, instruments, and protection relays be calibrated or their calibration rechecked Within a reasonable time period ( N2-3 weeks) before the qualification tests are begun. This is necessary because the plant will be under active construction and calibrations performed outside of this time interval would be suspect.

Section 4.1.1.b The intent of the last sentence in this section should be clarified.

We recommend that at least five consecutive successful starting time tests be conducted to obtain some confidence in the ability of the diesel generator to consistently attain and stabilize voltage and frequency within acceptable limits, including time. Also, at least 3 (instead of 2) tests should be from the cold (prewarmed) condition and 2 from the operational temperature conditions.

Section 4.3.1.b A more complete description of the test loop should be provided.

Referencing " mode H on the proce", diagram" is not considered adequate. A description should be provided as to how flow throttling to the maximum BHP point (shown) on the certified pump head flow curve will always be conservative with respect to pump runout conditions in the installed system. Also, the maximum BHP pump head and flow conditions should be recorded.

Section 4.3.1.c This section should include verification that the diesel generator has attained rate speed (t 1/2 percent) and rated voltage (T.b.

+1 percent) in 10 seconds or less, as required by Section 4.1.

GE'iERAL ELECTRIC TOPICAL REPOP.T MED0-lG905-3.WC:iD:iENT 3, "HIGH PRESSURE CORE SPRAY SYSTEM POUER SUPPLY U"IT" In a letter dated December 20, 1979, you provided copies of NED0-10905-3 Amen &.ent 3, "High Pressure Core Spray Syste n Power Supply Unit." This amendment presents the results of the prototype qualification testing of the HPCS Diesel Generator: Diesel Engine GM-EMD Model 20-64SE4; Generator Ideal Electr,ic Company Type - SAB, Frame - M636PB.

The topical report includes a prototype qualification test plan, test pro-cedures, acceptance criteria and test results.

The purpose of this test was to demonstrate the capability and reliability of the diesel generator (2603 kw) to attain and to stabilize voltage and frequency within acceptable limits while starting the HPCS pump motor (3000 HP) under load and carrying all auxiliary loads in accordance with design requirements.

Our evaluation is sumarized as follows:

(1) The testing was performed in situ (preoperationally) in a nuclear power plant installation, with engine start performed from both cold anbient and hot engine temperature conditions.

(2) The HPCS pump motor and auxiliary loads automatically started.

During loading, the system voltage dipped to about 65% and recovered to 73; within 0.5 seconds.

The voltage recovered to 80% within 3.5 seconds and rated voltage within 6 seconds.

Also, the HPCS pump motor came up to rated speed in 6 seconds and rated flow was achieved within about 8 l

seconds.

The frequency dropped to 87% of rated frequency at starting loads and recovered to rated condition within 2.5 seconds.

-2 APR 0 71930 P.G 1.9 requires that the diesel generator unit design should be such that at no tire during the loading sequence should the frecuency and voltage decrease below 95 percent of nominal and 75 percent of nominal, respectively.

However, the HPCS diesel generator unit carries a single large HPCS motor-pu p load, more than 90 percent of the design load en the HPCS bus, and therefore, a larger decrease in frequency and voltage is acceptable for the HPCS diesel generator unit provided acceptable performance on a system basis is demonstrated.

During the testing the rotor starting transient voltage dipped to 65% and recovered to 73%

l within 0.5 seconds and to 80% within 3.5 seconds; the frequency drop was 13: of rated and recover.ed to rated condition within 2.5 seconds.

System operation was acceptable throughout.

The HPC5 power supply system has performed its start and load design function within 23 seconds from the time of the actuation signal.

It fully met the design requirement of establishing rated flow within 27 seconds.

The D-G, with the actual pump and motor, was operated at its continuous rating with the HPCS pump operating at the maximum bhp flow condition.

To sinulate as close as practical the actual HPCS system configuration, the pt::p received water supply from the condensate storage tank.

Since the reactor was not pressurized, the water flow was returned back to the condensate tank af ter passing through a set of valves that were set to simulate the reactor pressure.

Additional runs were made over a range of flow conditions.

A comparison of these runs with the manufacturers' pump-head flow curve is in agreement.

Therefore the HPCS has the head-flow characteristics designed for.

The reliability of starting and accepting design load in the required,

time was fully demonstrated by starting and carrying design load 69 times without failure from both hot and cold engine conditions.' This met the objective of establishing a 0.99 reliability for the particular DG design.

On the basis of this review, we conclude that the qbalification test results of the HPCS diesel generator unit are acceptable. dit is noted that this, acceptance is only for the particular design generator unit identified above.

Each of the other dicsci generators listed in NE00-10905 (Table 3-1) must undergo similar prototype qualification testing to be acceptable.
