Confirmation of Action This refers to a telephone conversation on April 6,1982, between you and Mr. R. C. Lewis of this office, concerning our inspection of the emergency preparedness exercise conducted at the Crystal River - 3 facility on March 30, 1982. Our findings were also discussed on March 31, 1982, by !!r. D. L. Andrews, of this office, with Dr. P. Baynard, Manager, Huclear Support Services and fir. T. Lutkehaus, Plant Manager.
With regard to matters discussed, it is our understanding that you have under-taken or will undertake the following actions to resolve apparent deficiencies in your emergency preparedness program.
1.
Responsibility and Control a.
Restructure Florida Power Corporation's concept of operations for the Emergency Operations Facility (EOF) to provide full management control by the EOF Director of overall short-2erm licensee emergency response resources, coordination of radiological and environmental assessment, recommendations for public protective actions and coordination of emergency response activities with Federal, State and local agencies, b.
Revise the Emergency Plan and implementing procedures, including figures 6.3, 6.4, and 6.5 of the Radiological Emergency Response Plan, to reflect the management role of the EOF Director in the restructured emergency organization.
The above actions will be complete by July 1,1982 and training in the above areas will be complete by August 1,1982.

Radiological Assessment Actions a.
Designate additional emergency team members to provide assistance to the radiological dose assessment sections in both the Technical Support Center and the Emergency Operations Facility, po4sseg y 4h P

Expand radiological dose assessment procedures to include evaluation and projection of integrated doses offsite based on estimated release duration and projected offsite dose equivalents based on potential releases of radioactive materials.
c.
Provide additional training for radiological assessment personnel, and other appropriate members of the emergency response organization, in integrated dose assessment procedures, evaluation of potential offsite radiological hazards, and the utilization of inplant sampling and environmental measuremen'.s to modify dose projections and radiological hazardt estimates for. emergency workers and the public.
The above actions will be complete by August 1,1982.
3.
Report Submit a written report to this office by September 7,1982, describing actions taken in the above areas. The report is to include copies of changes to the Emergency Plan and procedures which resulted from actions taken to resolve the above noted emergency preparedness deficiencies.
Please inform this office immediately if your understanding of these matters is different from that stated above.
The responses requested by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
