Jones Center for fluclear Studies Itemphis, Til 38152 Gentlemen: Subject: Report fio. 50-538/81-02 This refers to the routine safety inspection conducted by fir. C. Julian of this office on October 19-21, 1981, of activities authorized by f4RC Operating License fio. R-127 for the AGil-201 Training Reactor facility. Our preliminary findings were discussed with you and members of your staff at the conclusion of the inspection. Areas examined during the inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. During the inspection, it was found that certain activities under your license appear to violate f4RC requirements. These items and references to pertinent requirements are listed in the flotice of Violation enclosed herewith as Appendix A. Elements to be included in your response are delineated in Appendix A. We have examined actions you have taken with regard to previously identified enforcement matters and unresolved items. The status of these items is discussed in the enclosed report. Cae new unresolved item is identified in the enclosed inspection report. On fiarch 28,1980, the f4RC issued, at your request, signficant revisions to your license and Technical specifications to authorize plant modifications and power upgrade of your reactor. As of the date of this inspection, these modifications have not begun. Consequently, certain design features currently required by your technical specifications do not exist at your facility. This matter is considered unresolved at this time. In your response to this letter, please address your plans to resolve this issue and provide us with the date when resolution will be complete. This item will be examined during subsequent inspections. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed report will be placed in the flRC's Public Document Room. If the report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(.1)(4), it is necessary that you: (a) notify this office by telephone within ten days from the date of this letter of your intention to file a request for withholding; and (b) submit within twenty-five days from the date of this letter a written application to this office to withhold such informa tion. If your receipt of this letter has been delayed such l that less than seven days are available for your review, please notify this
