Meeting Summary This letter refers to the meeting conducted at your request in the flRC Region II office on February 2,1982.

This meeting related to the Main Steam Isolation Valve leak rate problem at the Browns Ferry facility and was attended by members of my staff and by Mr. George Jones, Plant Superintendent, and other members of your staff.

The subject discussed at this meeting are described in the enclosed meeting summary.

It is our opinion that this meeting was beneficial and has provided for a better understanding of the corrective actions being taken and the inspection and enforcement issues.

In accordance with Section 2.790 of NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, a copy of this letter and enclosure will be placed in NRC's Public Document Room.

Subject:

ikin Steam Isolation Valve (MSIV) Leak Rate Problem On February 2,1982, representatives of TVA met with NRC Region II personnel in Atlanta, Georgia, to present a technical evaluation of the IISIV's leak rate problems at the Browns Ferry nuclear plant.

Corrective actions taken and planned by TVA in order to meet technical specification requirements were presented.

Following TVA's presentation, NRC's position was presented as follows:

1.

The TVA program appears to be heading in the right direction.

2.

The results of leak rate testing to be conducted on the modified MSIV's on Unit 2, which is scheduled for an outage this fall, will be reviewed to determine the effectiveness of the modifications and if an increased frequency of testing is necessary.

3.

If Unit 2 MSIV's fail the technical specification leak rate, then the corrective actions should consider early testing of the modified MSIV's i

installed on Unit 3 and/or verification that the valves will close, as theorized, at a differential pressure.
