to O This responds to your letter of February ll,1982, providing correspondence from Hs. Virginia N. Splitt of Crystal River, Florida, in which she expressed concern over the alert and notification (siren) system and plant shutdowns for the Crystal River Nuclear Power Plant. There have been seven unscheduled plant shutdowns since the reactor came back on line in December 1981 after a refueling. These shutdowns were caused by a faulty reactor system monitor and other minor malfunctions; however, none resulted in activation of the site emergency plan. Florida Power Corporation continues to work uith officials in Citrus and Levy Counties to correct the prob 1 cms associated with the siren systam. It is our understanding that all sirens are presently working properly including those in the vicinity of Ms. Splitt's residence. The sirens that greviously malfunctioned have eten repaired and only two false alams have occurred in the past few months. Authorities are taking steps to have lightning arrestors placed at each siren location in order to reduce the possibility of lightning again causing the problem. The county representatives have expressed their intentions to do everything possible to ensure continued system reliability. This system will be tested during the emergency exercise scheduled for March 30, 1932. Federal officials from HRC and FEMA will be on hand to observe and evaluate the capability of the utility, State and local emergency response organizations to respond to an emergency at the Crystal River Plant. Part of this evaluation will include the public alert and notification procedures and equipment. As part of the public information and education program, a pamphlet, entitled " Emergency Management - What To Do When Disaster Threatens in Citrus, Levy and Marion Counties. Florida," has been distributed to each resident in t.he 10-mileEmergencyPlanningZone(EPZ). The pamphlet has a listing of radio and TV stations the public should use in the event of an emergency and states that warnings may be announced by sirens, loudspeakers from fire and police vehicles, door-to-dcor notification, and by telephone. 1 I w n %............. 8204220628 920326 PDR ADDCK 05000302 ! The Honorable Paula liawkins Although current federal regulations require the licensee to demonstrate that administrative and physical means have been established for alerting and providing prompt instructions to the public within the EPZ, NRC and FEMA recognize that the responsibility for activating the alert and notification system is properly the responsibility of State and local governments. NRC and FEIM have agreed that the responsibility for determining the adequacy of the alert and notification system rests with FEMA. It is our understanding that separate correspondence from FEMA addressing this matter has already been sent to you. Unfortunately, Ms. Splitt's August 11,1981 letter to Mr. Brian Grimes was not received. We trust that Ms. Splitt's concerns have been answered by this letter. Sincerely, (Signed) T.
