Dear Mr. Fraser:
The following~ information is provided in response to your letter of October 29, 1979 forwarding allegations filed with your office by Mr. David Deslauriers concerning Hayward-Tyler Pump Company of Burlington, Vermont. This matter falls within the purview of our Vendor Inspection Program which is handled by our Regional Office in Arlington, Texas. These allegations have been forwarded to the Vendor Inspection Branch in that up on the items within NRC jurisdiction (pection or an investigation to follow office. They will initiate a special ins the four itcss listed under the heading " Nuclear Disregards for Product Safety").
It is planned to complete this effort by March 15, 1980 and a copy of the findings will be forwarded to your office when the report is completed.
Although certain selected vendors are inspected by NRC on a regular basis, Hayward-Tyler Pump Company was not one of these selected vendors prior to 1978 since this company is not a major supplier of nuclear components.
Early in 1978, similar allegations by another individual were forwarded to NRC through the FBI. These allegations indicated concerns in the areas of QA/QC inspection, improper preparation of materials, lack of adequate radiography and possible falsification of appropriate records.
An inspection of Hayward-Tyler was conducted by our Vendor Inspection Branch on August 31-September 1,1978. This inspection, although not comprehensive in nature, covered the vendor's implementation of their quality assurance program and involved 22 hours2.546296e-4 days
0.00611 hours
3.637566e-5 weeks
8.371e-6 months
on-site by our inspectors.
No significant deviations from NRC requirements or vendor conmitments were detected to substantiate these previous allegations.
Thank you for your cooperation in bringing this matter to our attention.
If you have further questions on this matter or any additional input to our planned i
l inspection / investigation, we would be glad to discuss them with you.
l S ~ ncerely, ff2 k.
