Alert and Notification System for Perry Nuclear Power Plan,
Units 1 and 2 Your March 10, 1982 letter to Mr. R.L. Tedesco regarding CEI's plans to install an alert and notification system for Perry is hereby acknowledged.
We note that your letter suggested reducing the emergancy planning zone from 10 miles to 5 miles and stated that the NRC should direct its a attention to the task of reevaluating the basic emergency planning assumptions to assure that the scope of emergency planning efforts is accurately defined.
You also comented about the basis for the 10 mile EPZ and the conservatism of the souree term used for exposure calculations.
Since these matters were the subject of recent staff deliberation we thought you would be interested in the following quote from a staff memorandum to Chairman Palladino:
"While decisions on recommended protective actions are based on actual conditions at the plant, the size of the emergency planning zones (the 10 mile plume exposure pathway and the 50 mile ingestion exposure pathway) and the associated warning systems are based on a spectrum of source tems--essentially i
l those used in WASH-1400, which are now considered to be i
conservative. Our current understanding of the postulated source term is that it may be too high by a factor of 2 to 10.
Because we cannot technically justify the percise magnitude of the conservatism in the source term at this time, we believe it premature to rethink the size of the emergency planning zones."
