Dear Mr. Denton:

By letter o f reference (a), the NRC provided its preli-minary Technical Evaluation Report (TER) and requested additional information on Zion Station's post fire shutdown capability.

In refereiice (b), Commonwealth Edison provided responses to the open items listed in the TER, with the exception of the subject of associated circuits.

Reference (c) transmitted a rewording of the request for information contained in the NRC's Generic Letter 81-12, along with a clarification of the definition of associated circuits, and requested Commonwealth Edison's response on that subject within 60 days.

This letter provides Commonwealth Edison's response to that request.

The enclosed report is based on the development of Alternate Safe Shutdown Cable Charts, which identify required l

instrumentation, power, and control power cables and associated circuits.

The repor t provides these charts for Zion Units 1 and 2 and a description of their preparation and analysis.

A detailed discussion is provided for Zion 2 which describes the features presently installed and/or modifications planned to ensure alternate safe shutdown capability for a single fire in any fire zone.

A similar analysis has been completed for Zion 1.

H. R. Denton June 7, 1982 Preparation of this submittal on associated circuits has required a very large effort.

The NRC's specification in reference (b) of a deadline for Zion's submittal in advance o f the July 1 date provided to the rest of the industry has limited the degree of review that could be applied to the report.

As a result, Common-wealth Edison is continuing to review the report to verify its accuracy, with the intent of correcting, modifying, or improving the report as appropriate.

In particular, it is anticipated that a detailed Unit 1 discussion would prove useful to the NRC staff.

Commonwealth Edison will provide this material by August 1, 1982.

Commonwealth Edison has endeavored to be responsive to the NRC staf f throughout the conduct of the fire protection review.

Descriptions of our proposed modifications to meet the requirements of Appendix R to 10 CFR 50.48 have been provided in submittals dated 4/30/80, 5/28/80, 9/30/80, 11/24/80, 3/18/80, 6/01/81, 6/02/81, 7/14/81, and 4/16/82.

In addition, several conference calls have been held with members of the NRC staff and their consultants.

Commonwealth Edison believes that in light of this record, the NRC's statement regarding civil penalties contained in reference (b) is inappropriate and unnecessary.
