This refer.y to'the routine safety inspection conducted by Mr. W. L. Forney

of this errice on March 22 through April 30, 1982, of activities at Byron

Station, /nius 1 and 2,. authorized by VRC Construction Permits

J4o . CPTR-130 and No. 'CPPR-131, and to the discussion of our findings with

Mr. V. I. Schlosser and athers of your siaff at the conclusion of the

The enclosed tofj'of our inspection report identifies areas examined during

the inspection. With n these. areas, the inspection consisted of a selective

examination of procedures an6 representative records, observations, and la-

terviews with personnol.

During this inspeqtion, certain of your activities, appeared to be in non-

compliance with NRC requirements, as specLfied in'the enclosed Appendix.

,

A written response is required. We are concerned about the lack of effec- s

tiveness of your quality assurance prograo that allowed these conditions

,

to occur.

Preoperational testing is a vital part,of demonstrating that

plant components and systems werr. designed, fabricated and installed to"

,

requirements.

In addition to your respanse to the item of noncom;.11ance '

.

please outline the steps you plan to take to improvb and increase your

quality assurance activities in this area to assure preoperational tests

are controlled and conducted;to requirements.

In accordance with 10 CFR L.'790 of the Commission'5 regul'ations, a copy of

this letter, the enclosures, and your response to this/ letter will be placed

in the NRC's Public Document Room.

panied by an affidavit executed by the owner of the information which

identifies the documere or part sought to be withheld, and which contains

a full statement of the reasons which are the bases for the claim that the

information should be withheld from public disclosure

This section further

requires the statement to address with specificity the considerations listed

in 10 CFR 2.790(b)(4). The information sought to be withheld shall be

incorporated as far as possible into a separate part of the affidavit.

we do not hear from you in this regard within the specified periods noted

above, a copy of this letter, the enclosures, and your response to this

letter will be placed in the Public Document Room.
