APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-220 Nine Mile Point, Unit 1 License No. DPR-63 As a result of the inspection conducted on April 4 to May 2,1982, and in accordance with the NRC Enforcement policy, (10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987) dated March 9,1982, the folicwing violation was identified:

Technical Specification 6.8.1 states in part:
" Written procedures and administrative policies shall be established, implemented, and maintained..."
Administrative Procedure APN-7, " Procedures for Control of Equipment Markups, Etc.," Revision 7, dated January 5, 1982, Section 4.3.2, states in part:
"In addition, whenever a markup is applied or cleared, a licensed operator, independent of the person applying or removing the tags, should verify that the markup has been correctly applied or cleared..."
Contrary to the above, on April 13, 1982, independent verification had not been performed for markup #RMU 134277 on #12 Emergency Ventilation Fan.
This is a Severity Level V Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Niagara Mohawk Power Corporation is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations, and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under l
oath or affirmation.
Where good cause is shown, consideration will be given l
to extending your response time.
