By your application and affidavit dated July 7, 1981 you submitted a description of a Combustion Engineering fuel perfomance methodology, CEtl-161(B)-P,." Improvements to fuel Evaluation Model" which we herein refer to as FATES 3.
In addition, by applications and affidavits you submitted responses to our questions concerning FATES 3 as follows:

Your reasons for requesting our withholding of this infomation.were related to the protection of Conbustion Engineering's competitive position concerning the FATES 3 methodology.
He have reviewed your application and material based on the requirenents and criteria of 10 CFR 2.790 and have detemined that the above-mentioned l
documents sought to be withheld contains proprietary cornercial infor-mation.
We also have found at this time that the right of the public to be fully apprised assto the bases for and effects of the proposed action does not outudigh the demonstrated concern for protection of your competitive position. Accordingly, we have detemined that the infomation should be withheld from public disclosure.
We therefore approve your rrequest for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the above-referenced material concerning FATES 3, from public inspection as proprietary.
