Dear Mr. Denton:
In our March 22, 1982, letter we subnitted a proposed Technical Specification 3.6.1.6, " Containment Structural Integrity" which was subsequently revised by our May 5, 1982, letter. Caparison of this proposed specification to the results of the first inservice inspection of our containment tendons revealed a problem with the Lower Limits listed in Tables 4.6-la and 4.6-lb.
This problem was discussed with Mr. N. D. Rcrnney. As a result, enclosed is revision 2 to the proposed specification which eliminates the use of Iower Limits as defined in proposed Revision 3 to Regulatory Guide 1.35.
The Base Values given in the revised Tables 4.6-la and 4.6-lb are the predicted prestress forces in the tendons as defined in proposed Regulatory Guide 1.35.1.
The surveillance requirements have been revised to base the acceptance criteria for tendon lift off forces on 95% and 90% of the Base Values.
The variance from the regulatory guide is described by the enclosed revised FSAR page. The FSAR change will be incorporated in the next FSAR amendment.
