This confirms the telephone discussions between your Mr. Frank Lentine and Mr. D. W.11 ayes of this of fice on May 21 and May 24, 1982. We concur that Zion Unit 1 may restart from Mode 5, but may not operate beyond Mode 3 until the actions delineated in items 1 thru 4 below have been completed to the satisfaction of the NRC.

(The concurrence to go from Mode 5 to Mode 3 reached on this matter and documented in my March 5, supersedes the agreement 1982, Confirmation of Action letter.)

Satisfactory completion of these items will be confirmed in writing via letter from this office.

1.

With regard to the event of leaving a nozzle cover in the ID Steam Generator, the NRC needs to complete its review and evaluation of the effect of chemically dissolved aluminum on primary system components.

2.

With regard to the plugging of steam generator tubes, the NRC needs to complete its review and evaluation of the effect on changes to the FQ limit.

3.

If the missing piece from the Reactor Coolant Loop A Cold Leg Stop Valve disc guide is not located, Commonwealth Edison Company will evaluate the effect of the potential presence of this missing part in the reactor coolant system and submit this evaluation via Ictter to this office.

4.

With regard to the flooding of the Unit I reactor cavity during this refueling outage, Commonwealth Edison Company will submit a letter to this office documenting the information presented to our Senior Resident Inspector during a meeting held at the site on May 19, 1982. This infor-mation will include your evaluation of the effect of this flooding on all wetted components and your plans for special surveillances during unit startup.

If your understanding of these matters differ from that described above, please contact this office immediately.
