This refers to the routine safety inspection conducted by Mr. W. H. Miller, Jr.,

of this office on March 10-12, 1982, of activities authorized by NRC Operating

License No. DPR-57 and License No. NPF-5 for the Hatch facility. Our preliminary

,

findings were discussed with Mr. T. V. Green, Assistant Plant Manager, at the-

conclusion of the inspection.

Areas examined during this inspection included the plant's fire protection

program. Within these areas, the inspection consisted of selective examinations

!

of procedures and representative records, interviews with personnel, and

i

observations by the inspector.

!

During the inspection, it was found that certain activities under your license

!

appear to violate NRC requirements.

These items and references to pertinent

!'

requirements are listed in the Notice of Violation enclosed herewith as

l

Appendix A.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

Two new unresolved items are identified in the enclosed inspection report. These

items will be examined during subsequent inspections.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures 'will

be placed in the NRC's Public Document Room unless you notify this office, by

telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of the

date of this letter. Such application must be consistent with the requirements

of 2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the

,

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
