Oyster Creek Nuclear Generating Station Docke t No. 50-219 Technical Specification Change Request No. 104 In accordance with 10 CFR 50.59 and 10 CFR 50.90, CPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests a change to the license.
This Technical Specification change revises license DPR-16 to reflect that the replacement of all core spray spargers will occur during the Cycle 11 or later refueling outage vice the Cycle 10 refueling outage.
This Technical Specification Change Request has been reviewed and approved by the Director Oyster Creek Operat ons, the Plant Operations Review Committee, and an Independent Safety Review Group in accordance with Section 6.5 of the Oyster Creek Technical Specifications.
We have determined that the submittal is Class II per 10 CFR 107.22 and have enclosed a check for $1,200.00 pursuant to tha t section.

General Public Utilities Nuclear Corporation Oyster Creek Nuclear Generating Station Docket No. 50-219 Provisional Operating License No. DPR-16 Applicant hereby requests the Commission to change the above captioned license as follows:
1.
Section to be Changed:
License No. DPR-16 2.
Extent of Change:
This license modification indicates that all core spray spargers will be replaced during or af ter the Cycle 11 refueling outage instead of the Cycle 10 refueling outage.

Changes Requested:
The licensee requests that paragraph 2.C (7) of License No. DPR-16 Amendment No. 59 be changed to read as follows:
" Full inspections of the accessible surfaces and welds of both core spray spargers and repair assemblies at each refue.1',g outage will be perf onned. Comparisons of any indications to previous inspection indications will be made.
If additional or progressing indications are found, an evaluation of the spargers will be performed and documented by the licensee prior to resuming power operation.
If the analysis of inspection results indicates that the core spray sparger performance is unacceptable, the spargers will be repaired or replaced prior to resuming power operation."

Discussion:
This Technical Specification Change Request confirms a presentation made l
by the upper management of GPU Nuclear Corporation to your staf f on December 11, 1981.
The meeting concerned the problems associated with our upcoming refueling outage including the requirement to replace all core spray spargers.
It was established that deferring this requirement might be acceptable provided that an inspection of the existing spargers be conducted during the next refueling outage.
The inspection should reveal that spray flow distribution and quantity of spray remains within specification and excessive cracking, beyond that which already exists, has not occurred.
