this office on April 1-30, 1982, at the J. A. Fit: Patrick I4uelear Power Plant,
Scriba, ficu York of activities authorized by !;RC License lio. CPR-59 and to the
discussions of our findinas held by Mr. Linville with yourself and ether members

of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection
l
l
Report which is enclosed with this letter.
Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.

Our inspector also verified the steps you had taken to correct violations A and
C brought to your attention in a letter dated May 16, 1980 and violation C brought
to your attention in a letter dated liovember 6, 1931. We have no further questions
regarding your action at this time.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with HRC requirements as set forth in the
flotice of Violation, enclosed hercuith as Appendix A.
This violation has been
categorized by severity level in accordance vith the f!RC Enforcement policy,
(10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987)
dated March 9, 1932. You are required to respond to this letter and in preparing

your response, you should follow the instructions in Appendix A.

The responses directed by this letter and the accompanying Notice are not subject
to the clearance procedures of the Office of !!anagement and Budget as required by

The item in the Sotice of Violation enclosed with this letter was identified
during previous inspections of your licensed activities on January 26-30, 1961,
and was documented in the enclosure to our letter dated l' arch 25, 1931. Your
letters to this office dated April 20,1981, May 29,1981, Septer.ber 30, 1981,
and January 13, 1932 stated that a r.eans for controlling as-built drawings

taken or planned to cnsure that identified violations will be ccr pletely
corrected and will not recur.
In accordance with 10 CFR 2.790(a), a copy of this letter and the encicsures
will be placed in the I;RC Public Doctnant Poon unless you notify this office,
by telephone, within ten days of the date of this letter and subnit uritten
application to withhold information contained therein within thirty days of
the date of this letter. Such application Eust be consistent with the
requirenents of 2.790(b)(1). The telephone notification of your intent to
renuest withholding, or any reruest for an extension of the 10 day period
