e Appendix NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 As a result of the inspection conducted on April 5-16, 1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982),
the following violation was identified:
10 CFR 50, Appendix B, Criterion V, states, in part, that " Activities affecting quality shall be prescribed by documented instructions, pro-cedures, or drawings of type appropriate to the circumstances and shall b'e accomplished in accordance with these instructions, procedures or drawings."
Procedure PT-SI-102, Pipe Vibration Monitoring Preoperational Test Procedure, delineates the system lineup and sequential steps to perform the Preoperational Test ior Pipe Vibration Monitoring of the Standby Liquid Control System (SBLCS).
Contrary to the above on March 29, 1982, while conducting Preoperational Test PT-SI-102 on the SBLCS an inadequate valve lineup and a failure to follow the test procedure steps resulted in the inadvertent operation of the SBLCS pump with both discharge paths isolated.
This is a Severity Level IV violation (Supplement I).

The inspection showed that action had been taken to correct the identified item of noncompliance and to prevent recurrence. Consequently, no reply to this item of noncompliance is required and we have no further questions regarding this matter.
